				THIS IS AN INVASION. Stop telling us to be kind and &lsquo;you have to help to poor&rsquo; &ndash; We have 1 million &ldquo;poor&rdquo; HongKongese and those PRChinese who come to take everything, even stay here, they are NOT that poor. Yet they are trying their best to ruin the city.<br />

<p>ISLAMABAD: The board of directors&rsquo; meeting of Sui Southern Gas Company (SSGC) is scheduled for Monday to decide the fate of the multi-billion dollars liquefied natural gas (LNG) import project.</p>
<p>The sources said after taking decision from board of directors, a summary would be tabled before the Economic Coordination Committee of the Cabinet (ECC) for final decision on 400 million standard cubic feet per day (MMSCFD) LNG import project. The ECC could not take up the matter on Friday last.</p>
<p>A law firm Vellani &amp; Vellani Advocates, legal consultants in its legal opinion to be tabled before board of directors&rsquo; meeting scheduled for Monday said that SSGC had informed clearly to all three bidders about the formula specified in the Gas Sales Agreement (GSA), which was the fixed formula and stated that the bidders must submit only the base price.</p>
<p>According to documents available, GEI had offered a single price of $18.16 per million British thermal unit (MMBTU) for 400 MMSCFD LNG import and Pakistan Gas Port $17.7074 per MMBTU. However, ETPL offered two formulas to calculate LNG price by linking it with Brent and Henry Hub index.&nbsp;</p>
<p>The legal opinion sought by SSGC revealed that two bidders had submitted a single price in terms of dollars per MMBTU. However, ETPL submitted a formula to determine the base price and the price proposed by ETPL is not in conformity with the requirements of RFO. &ldquo;Therefore, ETPL bid could be rejected as not conforming to the RFP,&rdquo; legal firm said.</p>
<p>It also said that in order to make proper comparison of the price proposals received from all three bidders, it was necessary to evaluate them on the same base that is on the basis of the base price. However, ETPL has not provided a base price and therefore this comparison is not possible and accordingly the price proposal submitted by ETPL would have to be rejected.</p>
<p>The legal firm said that further, since the base price proposed by ETPL is based on a formula, this means that the base price will vary accordingly to time at which the base price is determined and also according to the assumptions made with regard to the variables included in formula. This effectively means that SSGC will not be in a position to work out with any degree of accuracy which base price is being offered by ETPL in its price proposal. As such, the price proposal of ETPL is not at all clear as to what it is offering.</p>
<p>The legal firm said that seeking clarification from ETPL would in effect be unfair the other two bidders who have submitted bids according to RFP. Also one can not allow ETPL to refine its base price on the basis of any information that may now be available to it after opening of the price proposals of all bidders. In this regard, I understand that ETPL has indicated one of the examples given in its price proposal as being its bid. The price determined in this example as the lowest of all bids. However, it would appear that ETPL has opted for this example after having knowledge of the price offered by the other two bidders.</p>
<p>Additionally the ETPL price proposal contemplates that the price formula will be negotiated when GSA is negotiated with the selected bidder. This clearly is not what SSGCL has completed in the RFP. RFP does not contemplate negotiation of the price offered.</p>

<p align="left">In last December, the country&rsquo;s import revenues generated by iron and steel scraps totaled US$46.6 million, increasing by 8.3% from the previous month but falling by 26.4% year on year.</p>
<p align="left">In the second half of 2012, Pakistan&rsquo;s scrap imports amounted to 851,983 tons, rising by 2% year on year.</p>
<p align="left">In the given period of time, the country&rsquo;s import values of scraps totaled US$337 million, increasing by 18.3% in comparison of those in the same period of a year ago.</p>

<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">The macro-economic analysis and survey of 410 SME directors in G7 and BRICM economies reveals that SMEs engaged in international markets are twice as likely to be successful as those that only operate domestically.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">Of the SMEs surveyed, 26 percent of the companies that were trading internationally significantly outperformed their market, in contrast to only 13 percent of those with operations only in their home country. SMEs cited the key benefits of this international approach as the access to new markets that it provides them with, as well as access to know-how and technology, and diversification of their products or services.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">The results ring true for SMEs within Africa, which are increasingly being recognized as drivers of economic growth in these countries. While no data is available around the number of SMEs operating on the continent, they make up over 90 percent of formalized business within countries like Ghana and South Africa, and are an important area of development within the continent.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">&ldquo;The results of this study are reflected in the outlook for SME&rsquo;s in Africa,&rdquo; comments Charles Brewer, Managing Director for DHL Express Sub-Saharan Africa. &ldquo;The possibilities opened up by new technologies, the Internet, and modern transportation means that there are many foreign trade opportunities out there for African businesses.&nbsp; With thorough research and a well-defined strategy, local SMEs can successfully expand into new markets, compete with larger companies, and use their size and nimbleness to their own advantage,&rdquo; concludes Brewer.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">The research also reveals an increasing pace of globalization and a sharper international focus among smaller businesses, with SMEs that were founded in the last five years more likely to have international business operations than older SMEs, despite having had less time to grow their businesses. Significantly, the majority of SMEs who had out-performed their markets over the last three years indicated that they also planned to increase the percentage of exports in their turnover over the next three years, despite the uncertain economic environment.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">The report does however highlight that inadequate business infrastructure is constraining competitiveness by reducing business efficiency, and that SMEs are having to work harder to overcome infrastructure inefficiencies, particularly compared to larger companies with greater resource. SMEs biggest concerns relating to international trade are a lack of available information on foreign markets, high customs duties and the difficulty of establishing contacts with foreign partners and an overseas customer base. Most of the better-performing SMEs identified in the study employ over 50 people, underscoring the importance of resource in overcoming barriers to international growth.</p>
<p style="line-height: 22px; font-family: Verdana; color: rgb(86, 86, 86);">&ldquo;There are clearly still some hurdles that remain for small businesses with global aspirations, but we are delighted to see that more and more SMEs are looking at the fantastic opportunity that international trade represents,&rdquo; said Ken Allen, CEO, DHL Express.&nbsp; &ldquo;Our mission as a global logistics company is to make this process more efficient, and we will continue to tailor our services and solutions to help SMEs grow and compete in the global village.&rdquo;</p>
